A World Cup journey does not begin at the stadium gate. It begins when a visitor lands, finds the correct train or bus, reaches a city, checks into accommodation and travels to a match without confusion. If the next game is hundreds of kilometres away, the entire process begins again.

That is why transport may be Morocco's most complex infrastructure test for 2030. Six proposed host cities stretch from Tangier in the north to Agadir in the south. Their airports, railway stations, roads and urban networks do not begin from the same level of readiness. Some systems already carry passengers every day. Others are construction sites, procurement programmes or official plans whose real test has not yet begun.

This living tracker separates those categories. It does not treat a ceremony as an opening, a target as a guarantee or an architectural map as an operating service.

The Operating Foundation

Morocco is not beginning with an empty map. Al Boraq, inaugurated in 2018, established the country's first high-speed railway and Africa's first operating high-speed service. Dedicated high-speed infrastructure runs between Tangier and Kenitra; Al Boraq trains continue toward Rabat and Casablanca over upgraded conventional tracks. The service turned the northern corridor into Morocco's strongest intercity transport spine.

Conventional ONCF services already connect Casablanca, Rabat, Tangier, Fez and Marrakech. Agadir remains outside the passenger railway network. Casablanca and Rabat–Salé operate tramways, while Casablanca also has Busway services. Marrakech and Agadir have developed higher-capacity bus corridors. All six host cities have airports or access to an airport serving their region.

This is real capacity, not a 2030 promise. But it does not yet form a complete World Cup network.

Kenitra–Marrakech: The National Rail Project

The most consequential intercity project is the Kenitra–Marrakech high-speed extension. ONCF describes a 430-kilometre line extending the existing northern high-speed corridor toward Marrakech. Physical works are underway.

Its importance reaches beyond journey time. The project is intended to reorganize rail capacity through the country's busiest corridor, including Casablanca, and create space for new metropolitan and regional services on existing lines. For 2030, it could connect Tangier, Rabat, Casablanca and Marrakech within a much stronger north–south system.

The correct status is Under construction. Until passenger service begins and schedules are published, projected travel times remain targets rather than services supporters can book.

New Rolling Stock: 168 Trains

ONCF has awarded procurement for 168 new-generation trains. Rolling stock is an essential part of readiness: tracks alone cannot provide tournament-frequency service. The fleet programme carries Contracted / procurement underway status and should be tracked separately from line completion.

The Agadir Gap

Agadir presents the clearest break in the proposed host-city rail map. The city has an international airport, motorway access and urban transport, but no passenger railway.

Extending rail south from Marrakech toward Agadir has been discussed as a strategic ambition. It must not be confused with the verified 430-kilometre Kenitra–Marrakech project now under construction. Unless an authoritative source confirms a construction contract and active works for Marrakech–Agadir, this tracker retains Proposed / under study status.

That does not make Agadir inaccessible. It means aviation, road transport and organised tournament services will carry greater responsibility if rail does not reach the city before 2030.

Casablanca's Metropolitan Transformation

Casablanca is where national rail, airport access, urban transit and stadium transport converge. Official reporting describes a three-line metropolitan railway covering 92 kilometres and scheduled for operation by 2030.

All three metropolitan lines are planned for 2030 — none is operating today. Diagram is schematic and not geographically accurate.

Line 1 is planned between Grand Stade Hassan II and Mohammed V International Airport. Line 2 would connect the stadium with Casa-Port. Line 3 would link Casa-Port and the airport. Ten new stations are planned, while existing stations would be modernized. The system is designed for frequencies as high as one train every 7.5 minutes and an eventual 150,000 daily passengers.

A separate airport express has also been described between Casa-Port and Mohammed V Airport, with planned 15-minute intervals.

Grand Stade Hassan II lies outside central Casablanca in El Mansouria, Benslimane Province. Its success depends on high-capacity transport that is not yet carrying spectators. The metropolitan programme is one of the most important items in this tracker. Only completed stations, tested trains, published timetables and live passenger service will justify Operating status.

Airports 2030 — Six Host-City Gateways

Most international supporters will enter Morocco by air. ONDA's Airports 2030 strategy seeks to modernize infrastructure and passenger processing while expanding capacity across the national system.

Official figures require careful attribution. A February 2025 ONDA statement said Mohammed V Airport would increase from 14 million to 35 million passengers by 2029. An April 2025 ministerial statement referred to a modern terminal or airport plan reaching 40 million. This tracker records both statements with their dates rather than selecting whichever number sounds most impressive.

At national level, official reporting described a goal of roughly 80 million passengers of airport capacity by 2030. ONDA reported actual 2024 traffic of 32.7 million passengers. Traffic and designed capacity are different measures and are not interchangeable in this tracker.

The First-and-Last-Mile Problem

Intercity infrastructure brings supporters to a host city; urban transport determines whether they reach the stadium.

A fast train cannot solve a journey if the stadium connection is slow, inaccessible or unclear. The final kilometres require capacity, dedicated lanes where appropriate, pedestrian routes, accessible vehicles, multilingual signage, ticket integration and crowd-control plans.

Grand Stade Hassan II is the largest example, but the principle applies to every venue. Fez, Marrakech, Agadir and Tangier must connect large crowds with city centres, stations and airports. Rabat must integrate a high-capacity stadium with the capital's existing systems.

The 2030 test is not whether each city owns buses. It is whether thousands of people can leave a match simultaneously without creating unsafe queues or trapping ordinary residents in gridlock.

Risks and Verification Watchlist

Risk 1 — Integration

Systems completing separately may not work as one journey

Railways, airports and city transport can each be completed while still failing to function as a coherent passenger experience. Physical completion of individual elements does not guarantee integration of ticketing, signage, timetabling or crowd flow.

Risk 2 — Timing

Opening immediately before the tournament leaves no recovery time

Infrastructure opening in late 2029 or early 2030 leaves minimal time for reliability testing, staff training and operational adjustment. Later-opening systems carry higher risk of tournament-period failures even if technically complete.

Risk 3 — Clarity

Promotional maps can blur operating lines and future corridors

This tracker will never draw operating and planned services in the same visual style without a status legend. Planned completion is not operational service. Target years are not guaranteed opening dates.

Risk 4 — Legacy

Tournament shuttles may not produce durable public transport

The strongest infrastructure projects are those that residents will continue using for work, education and family travel after 2030. Tournament-only solutions built to different standards than permanent services should be identified as such.

Risk 5 — Agadir

No passenger railway creates airport and road dependency

If no rail extension reaches Agadir before 2030, aviation and road transport must carry the full intercity supporter load. Tournament-period road capacity, parking, organized shuttles and wayfinding carry higher operational risk without a rail alternative.

Editorial Assessment

A National Network Under Construction

Morocco already possesses a transport foundation many hosts would envy: Africa's first high-speed railway, established international airports, operating tramways, a national rail network and modern motorways. The 2030 challenge is to connect that foundation at a larger scale. The Kenitra–Marrakech line must enter tested passenger service. Casablanca's stadium, airport and city must function as one metropolitan system. Airport expansions must become operational terminals rather than capacity announcements. Every host city must solve the final journey to the stadium. The ambition is credible because it builds upon systems that already work. The verdict remains deliberately unfinished: Morocco's 2030 transport network is not merely planned, and it is not yet complete. It is a national network under construction.
